I went to the RL site to review their data. It wasn't that downforce decreased, but that doing things like adding a Gurney to a stuck GT350 hood was a net loss overall. The RL Louvers actually had a significant bump.
What's more interesting is looking at the SN-95 data. It's sort of all over the place. Somewhere RL tested a ducted set up, but I can't find those tests at the moment.
Either way, as I stated earlier, I could be wrong. I am. There is a DF gain with the RL setup, but a reduction if you add a gurney to the factory set up. That is what I was remembering.
