It does when last time neither candidate won a majority of the voting population. If 'did not vote' was a candidate they would have won in a landslide.I’ve always been a fan of James Carville. Brings a lot of common sense to his thoughts. I agree with him on Bernie. Increasing the numbers of voters doesn’t guarantee anything. Hell, Hillary won the popular vote, and lost the election.
