You could try. But the 02 & the IMRC is gonna be a problem. Or have a benjamin in your hand.

Could I drive it around as is on the stock tune and have all monitors go green or is that a bad idea? If I have emissions systems enabled will the CEL go on? Will I then fail inspection for that? No risk of failing the visual side of the inspection, just need to get past the OBD2 part
With those codes, your OBD will never pass either way.

So options are 1. Get an emissions tune and some o2 defoulers or 2. Get oem headers/cats and get a tune for those

am I understanding that correctly?

2.
Defoulers are no guarantee. Also your non functional IMRC (all though not sure if that's considered emissions).

I’ve gotten a combination of defoulers to work over the past 20 years with no cats. Just takes a lot of testing and trying different combinations and spacing etc. Area74 electronic cam sims work every time, but they are now $120 each.

Any chance you could drop a link to those? Do they work for the Cats, O2S, and HRT?

Stock tune + your mods is gonna be a problem. With the mods you have, it should run like complete shit if the mods are on the car. TB, CAI and IMRC locked out is a big issue for the stock tune. Take a picture of your engine bay with the engine cover removed. You need to confirm what's on the car before you go much further.

Car has C&L CAI, GT350 throttle body and intake manifold and MBRP long tubes. Thinking I am just going to get an OEM exhaust and a new tune. Seems like the easiest option

Yeah it was awful, 0 torque in the low end. Car has C&L CAI, GT350 throttle body and intake manifold and MBRP long tubes. Thinking I am just going to get an OEM exhaust and a new tune. Seems like the easiest option
Are you sure that it has those mods and are the IMRC locked out?

WTF would any tuner lock out CMCV (IMRC) on a gt350 intake manifold on a 2nd gen?

Oh Bama. Get a tune from someplace good

Look at the rear of the manifold and see if the CMCV control canisters are on it.

If they are I would opt for the Ford performance 3 tune. Then add plug foulers for the rear o2's. That tune carries the CARB eo#

Well roll that back, you would also need the gt 350 CAI. They sometimes become available in the classifieds.

I zoomed in on your engine and the control canisters are there but the vacuum lines are not. The accumulator is also missing.

Take it to a good mustang shop preferably one that tunes and get it sorted out.

Idle bypass is MIA as well, it's very much needed. His C&L is a no tune required CAI iirc.
