Hoping it’s not the headers.. that’d be a pain

It's the headers, just because it has cats doesn't mean they will let the car get to readiness. What state?

To be frank I think you are going to have to bite the bullet and get a set of OEM headers/cats. Also, even if you get the readiness to go green what if they do a visual and see the headers under there. In Cali thats a fail, being that Cali and New York are very liberal I can't imagine that the smog rules are more lax than in Cali.

I would try some defoulers first, cleaning of the cats is probably not the issue. Its probably the location of them are keeping the signal not in spec. Also most of the cats that come with LTHs are crap, I am generalizing. I would give these a try, you did install the OEM software right?

If it’s been that long without the cat monitors going ready, and the CEL hasn’t appeared, it’s the tune. They probably shut off the LTFT’s, or injector disable at coast. No 02 spacers are going to save you in this scenario. Data log the car for a few minutes and see if the LTFT’s are active. Also when letting off after accelerating over 50mph, does your AFR go to 20:1?

i just went through this, tune should take care of it and depending on your driving it could take a bit to reset i think mine finally all got in the green at like 175 ish after i had a new tune put on it

I thought OP installed the OEM software? If he has, the reason he hasn't got a CEL could be due to the cycles, also when even you go WOT it can delay the CEL. If he doesn't have the OEM software installed than CoryS nailed it.

didn’t have OEM software installed when it was failing Cats, O2S, and HRT. Set the tune back to stock just to see if that changed anything and then it failed a bunch more too (pic above).
