Hello; Now that the situation is resolved I hope to learn something. The monitors ready and monitors not ready part is a bit confusing. I may not understand what the monitors are in this case.
My guess has been the sensors about the car which measure parameters. O2 sensors i know about. I have replaced a few O2 sensors. I know about some of the sensors on the motor that measure things such as throttle position, mas air flow, temperature, oil pressure, crankshaft position and so on. I get that the sensors feed the information to one or more computers.

Is it that a "tune" turns off "monitors" to allow an engine to run outside of stock settings? Is it something else?

Side question. I decided to shop for a 1995 to 2005 Mustang GT last year. I passed on two without cats thinking no cats would be a problem if inspections ever came to my area and/or the engines might run too lean. Without cats the oxygen sensor behind where the cats would normally be ought to be getting too much unburned fuel.

P0420/P0430 certainly does affect the way your car runs and will cause it to run rich.

No it doesn't. The main job of downstream o2 is to monitor cat efficiency. However you may notice a slight increase in the LTFT over some time. I can go through all my logs and the trims are always on point. It barely stinks in fact. I can read my plugs and ZERO signs of it being rich.
