Yes the fig leaf is there but the devil's in the details and Congress long since abdicated it's requirement to BE the ones writing the details and thereby being forced to air the process open and debated.
TWICE the EPA has thumbed it's nose at the supreme Court and instead of demolishing the agency right damn then, they reauthorized it's budget. Congress is fully onboard with the agencies enacting their own initiative because secretly that is what they want. The Constitution is diametrically opposed to the administrative state. And they don't care.
That's why people crack me up posting " just take your CAT off and put it back on when doing emission testing" especially on places like Reddit. I even replied to one guy and asked " isn't tampering with emission a federal crime" and he said " don't care"COBB agreed to three payments. Interestingly COBB has an annual revenue of 18 million.

That they did for years even before fuel injection was installed on them, I changed many pilot/main jets in carbs just to get them to run worth a damn since they had them jetted way to lean to make any power, not that they ever really made any power anyways. I changed the factory jetting on every bike I owned since '90 as well. In some cases didn't even need to change hardware, just remove the EPA 'plug' and 1/2 a turn on the idle mixture, and a thin 0.3mm washer under the main needle seat. Improved gas mileage EVERY damn time. And low-med speed throttle connection was remedied as well.I changed many pilot/main jets in carbs just to get them to run worth a damn

I don’t know but the 1985 5.0 HO had a whopping 210 HP and everyone was excited about that…..Does anybody else remember the Honda CRX car from the 80’s. Got 50
mpg and wasn’t any smaller then these little cars I see today.
I had one with 130k ( when cars didn’t last like today ) and still was getting 45 mpg.

I owned one. Bought it new: 1987 CRX HF (the high mpg model) 5 speed manual transmission. There were three models: the regular CRX, the CRX HF that I had with a smaller more fuel efficient engine, and the sporty CRX Si which was the performance model.
