Hood struts installed, can't close hood

Looks like the instructions say use the rear most fender bolt. Doesn't look like that's where your at...

Look at the picture in the upper right of the instruction sheet. With the hood open the lower anchor point is behind the upper anchor point. You've got the lower one ahead of the upper one.
