Another vote for the power pack 2 setup. It was a noticeable increase in torque throughout the rev range. The car just feels very responsive now. I was concerned about water as well, so I purchased a pre-filter from Outerwears. I’ve driven through torrential rain, car has sat in downpours for hours too. I only see a few drops on the pre-filter and they just bead right off. Zero concern about rain / water.

E85 if you have access.
For real. A tune alone is good thing, getting rid of the torque management BS in particular but e85 changes the game substantially.
Our Aussie car have TERRIBLE headers as a result of the left to right conversion and I’m here to tell you that e85 will yield larger gains than a set of LT’s. Not just in terms of bottom end, but everywhere.

It looks like power pack 1 may be best bang for the buck. Same +40ftlb at 1500 rpm as the power pack 2 I need to look more into this. A bonus is you get to keep the warranty...
Yup. That's what I ended up with and I am ok with the low end torque in my GT.

Add a supercharger such as a Whipple or Edelbrock. Pretty much the only way to get that low end torque increase that you want. Tuning it for an extra 40ftlb doesn't really get it in my opinion...

If you have E85 gas in your area then yes it is. All you need on a 15-17 is a tune as long as your only slightly modded. If you upgraded to a 18+ mani then you'd need 47lb injectors but since your looking for low end power that mani wont help. If you go the ethanol route get a flex tune to make switching from one fuel to the other easier but use the straight E85 tune when ever you can. Both make same peak horsepower but the e85 tune will give you way more timing down low. I get a good kick in the pants at about 3200rpms on the straight E tune and see 29.5- 30° of timing. No waiting for these cars to wind up.

E85 tune will give you the low end grunt regardless. The 2018 manifold lets you rev it out to 7500-7600 rpm and build power all the way through. Best of both worlds.

A PD blower will give you massive low end torque and it's like a drug. Once you have it, no other car (turbos excluded!) NA is the same. Forget all the other mods and just do the Roush or Whipple. Resale with a blower isn't bad. The rest of the mods reduce resale in my experience.

Lund offers an excellent Flex Fuel tune that allows any percentage of ethanol. I've had three trouble-free years with mine.

If you want torque, the cheapest mod would be to trade it for an Ecoboost. There are Ecoboosts running 450+ torque, on the stock longblock and turbo. All you need is a few easy boltons and an E30 tune.
Peak torque happens at about 3,000
rpm.
