Okay so i pulled the thermostat out today. (i had to cut apart the oem one so i could get the oring to seat/seal).

Started the car but didn't take it for a a drive but I did hold it at 2500rpm and the coolant still got to over 220 degrees. And it didn't take long maybe 2-3 minutes of holding that rpm after it warmed up

I am confused
Thermostat just controls the minimum temp, not the maximum. All this proves is that the thermostat is not the restriction, it's somewhere else.

Is the water pump turning in the correct direction?

With the T stat out it should not have got to full operating temp while idling. You have a flow issue. Unless the previous owner was an idiot and ran tap water for coolant, the engine is not old enough to be scaled up.

Look at the water pump, either it is turning the wrong direction or it is defective.

water pump is turning the same direction as the crankshaft. Which to my knowledge is the correct way. And this has been an issue with two different water pumps. So i doubt that's the issue. but i appreciate the insight.

The belt could be on wrong or he could have gotten a reverse direction pump.
Given the pump is in the center I can't think of any way you could put the belt on wrong to where everything will still run, but run the pump backwards. I'm sure someone could find a way though.

I have seen the impellers put on wrong.

The 4.6 water pump runs opposite of the crank. I don't know if that housing will fit on a coyote.

Seems like you have ruled out everything but the pump and the water jackets.

I’m no expert, but what if someone left a rag or a tool that has partially blocked the coolant flow ?
We had a similar problem on a machine at work, and it turned out the maintenance team left a rag inside the machine.

Maybe they did the old block filler in the water jackets.

I would pressure test the cooling system (you can get a kit on eBay for $40-$50) and then face the facts that I might have a blown head gasket

Already did that. Test came back fine. No combustion gasses are getting into the coolant system.
