Isn't that a hex nut with two of the sides missing? If so, I'd try a hex wrench or socket that fits. And if a metric doesn't fit, try SAE sizes.

twist and pull. Those 4 tabs that sit on the nut just ride the threads. you could even get a pick and pull a tab up if you have to.
