The tuner turned me back on meaning I had them tuned off. Then when I went to a shop they ran my codes and some were still failing WITH several several miles put on after the change.
By several miles, how many do you mean? It could take quite a bit of driving, like 100 miles, to get them working properly again.

Can't your tuner test the emissions?

Thousands. No late model throttle is kinda fucking me around and being shitty with responses also

How soon does the CEL light go on after clearing the codes? If you can reset the CEL, drive it for 25 miles or so, you can usually get all the smog sensors to set if you follow Ford's instructions. If you can then get it to a smog station before the CEL returns, it might pass. You need to buy a code reader to be sure the smogs are set prior to the test.

Who is or was the “tuner”, or what Shop did you take it to for the tuning? I mean, is the tuner turning the sensors back on because.... why? So he’s not liable for any such issues and can’t have his shop shut down by the State?

If the latter is the case, he’s trying to protect his business and not loose it. Here in NJ a private shop that is caught tampering with emissions or passing a vehicle that wouldn’t normally pass can be shut down instantly by the State, their licenses for operation pulled and they get hit with a heavy fine as well.

Years ago (in the 80’s-90’s during the first wave of the Mustang 5.0 craze), there were some shops where one could pay to pass (ie: handshake and some bills, they looked the other way), or some shops would sniff another vehicle that would pass and put a passing sticker on the vehicle that wouldn’t pass, or some guys would use various means to barter to get stickers... Lots of those private shops were eventually shut down from being found out.

The problem is, catalytic converters/emissions fall under the Federal Govt., where it’s mandated that such parts must be on any vehicle sold, manufactured or imported within the US 50 States.

The catch is:
1) Some States don’t even perform emissions testing at all on pre-19xx vehicles
2) Some States have eliminated annual vehicle inspections for vehicles 1995 and prior (NJ passed this law a few years ago - so any vehicle 1995 and older is no longer required to be inspected at all).
3) Some States don’t test for emissions, only do safety inspections
4) Some States have Counties within the State that may not require emissions testing

Take NJ for instance, if owning a 1995 or older vehicle, one could run catless exhaust or even open headers and have the windows tinted dark as night because the vehicle need not pass emissions or safety since it’s exempt from annual inspection. BUT, the State by-Laws do have provisions where the Police can still enforce motor vehicle laws for probable cause if the vehicle is violating a State statute.


So if you really think about it, the whole catalytic converter Law (at the Federal level) is really pointless when at the State level (again, in *some* States), emissions is not even a requirement.

Both #1 and 4 apply in Ohio. We have 88 counties, but only the 7 around the Cleveland area still has to get tested. You only have to get tested every 2 years starting in year 4, and when the vehicle becomes 25 years old it is now exempt. So now 1998 and older is exempt.

I put stainless power long tubes on my 17 with their hi flow cats and it passed emissions twice. I had a CEL after I installed the headers, I went to a tuner to have him adjust the tune so I no longer had a CEL and it would pass emissions.
