I thought I did. At the time I was under the impression that as long as I got catted headers, catback exhaust, and made sure my system wasn’t crazy loud that I would be ok in the state of Virginia. It appears I was mistaken.
Sorry for you bro, in Cali the first 8 yrs we don't have to smog as long as you're the original owner. Just get those OEM headers and cats have them installed and be done with it. What's funny is those headers and cats I left the link for is in Cali.

Yup. Lots of YouTube videos of guys with gas or diesel vehicles going to shops and removing the emissions set ups, and when you watch the videos and other vehicles there they all have Cali plates, and then look at the name of the shops and most are around Los Angeles/ metro areas, definitely those guys ruined stuff for everyone else ( i guess I should blame the aftermarket company (not us the enthusiast) for not investing enough in going through the carb process to certify their parts...which is expensive by the way. beware guys other states will follow CA. Lead and we'll i guess enough said. Keep your stock parts or something.

Expensive, Yes but that is passed onto the consumer.
The real problem is the waiting time for EO approval. That right there is a show stopper and not starter.
This is why Holley Brands is building it's very own testing facility. Not so much for the cost but to expedite EO's to get cash flowing and legal parts in front of the consumer.

Correct, you need to keep your stock OEM components if you are going down this road. You are absolutely correct that a lot of states are going the route of Kali and CARB.

My ride before my Mustang was a 2013 BMW E92 M3 that I bought new. I saved the OEM xpipe with the cats on it. I bought a used one and chopped that one up to put my test pipes on (removed the primary cats). When it came time to smog the car when I sold it, just installed OEM Xpipe and retuned the car back to OEM software. Within 25 miles I had all readiness codes...done.

High flow aftermarket cats are the same as 'no cats'. Your tuner screwed you by turning off the rear O2's. If they were on, he wouldn't even have looked twice. They wanna see all emission components in a 'ready' state.

I lot of people say they live in no emissions territory.....truth is catalytic converters are required in all 50 states...that's a law...some counties, because of low population/rural area do not inspect so people get away with that and spread the rumor of "no emissions where I live" Arizona great example... phoenix/metro area you get inspected...if you lived in a rural area you just pay the plates. Some counties in California are the same as well...hard to believe but it's truth.
Yes, cats are required in all 50 states, but there are certainly parts of the country where it is easy to run no cat setups and keep your car legally registered. There is no inspection required in the state of Florida to renew your tags. You are sent a renewal letter a month or so before your tag expires. The only requirement is that you write in your insurance policy number and attest that the policy is current. Now back in the late 90s earlier 2000s you had to go and get an emissions test done, but not anymore.

I mean, I guess if you consider the entire state of Florida as "rural" your statement is still true, but I bet people in Miami, Tampa, Jacksonville, Orlando would probably disagree with that.

Side note: I'm running cats on both my vehicles.

That's what I thought as well.
I thought all tuners were "up to date" on the emissions stuff, especially with the EPA clamping down on tuners/aftermarket manufacturers.

Las Vegas has emission tests every year( after 2yrs on new vehicles) Almost every day in the news are people who had their Cats cut from their Trucks and cars, thankfully Mustangs aren't hit( hard to get under with a sawzall). These crews take under 2 minutes. Unbelievable.
Anyone who buys these must know they are stolen. Junks yards get away with it daily!

Cleveland has the same topographical phenomenon as greater Los Angles. LA is the low point and is surrounded by mountains kinda like a bowl with one side cut out and when the Santa Ana winds come in off the pacific they trap the pollution in that bowl. Well Cleveland is the same way, the winds that come across the lake from Canada trap the pollution. So the 7 counties around Cleveland have to get our cars tested every 2 years and we are forced to buy a minimum of E 10 gas year round.

That is why we have to get tested and the 7 counties pester us, and it will never change.
