Time to invest in a nice dash cam to record anything that may happen. If they don't have a rule about it then I wouldn't worry about it. It's no different than the garbage truck coming through my complex at 6am.

I'm an attorney that practices real estate litigation almost exclusively. I've never seen a set of by-laws that wouldn't let the board and homeowners come together and make a rule against something like this. It's not a criminal law where they can't retroactively make your actions illegal. If they want to make a law that would make his car subject to daily fines, they can.

If this guy wants to be excluded from or grandfathered into the new rule, he better make nice with the board and other homeowners.

why don't people understand it has nothing to do with any rules... it's just common courtesy. you're being a loud asshole in the mornings. it's not illegal, but it's not very considerate.

just park elsewhere.
It's also common courtesy for people to not smoke in apartment complexes...

I have been on several HOA Boards. Generally such actions require 100% agreement by property owners to change. One No and it is defeated. Unless otherwise specified in the covenants.

I'm close to a transit hub, making street parking tough. Besides, I'm not parking my shit on the street. I have a deeded spot. It will be used

Also no different than people who live near an airport. I lived near a big airport my whole childhood and we just dealt with loud ass planes flying over early in the morning and late at night. We always figured if we didn't like it anymore we could move and that is the stance I would take here. If people don't like it they can move. Apartment/condo living sucks for that reason, don't like it, move.

By-laws typically permit the board to make "rules" which only require board vote. I would agree that if it takes an owner vote it's on consent of all owners, but almost every by-law has a clause to let the board make rules.

Home owners associations typically have less impressive by-laws than condos and what not since they are nonsense and usually only incorporated for a very limited specific purpose.

The board president said there is no vehicle noise restriction in the CCRs. Something tells me one may be coming soon. I'll see if I can fab something removable to baffle the exhaust, at least during start-up.
There are probably city ordinances that would apply to noise levels. Good that you are seeing the situation without the F-U glasses on.

my neighbor once complained about the car being loud. I think...
I revved it when they opened their suck hole and couldn't hear a thing.
go leave a straw on their door and with a note telling them to suck it the fuck up.

Or you could be like our area where Portland International Airport got to many complaints from the Oregonians around the airport about noise so they sent the traffic 500 yards over the river in Vancouver Wa where the residents couldn't do anything about it. Originally the planes looped to the South in Oregon (which was mostly industrial with some low end residential) and they switched the plains to loop North in Washington over pure suburbia.

See how that works bad for you?

As a pilot the comments about noise by airports makes me laugh.
If you build or buy a home near an airport i was your choice to have done so.
Suck it up whiners.
You knew when moving to the area that aircraft are not silent.

I'm surprised I haven't been murdered by my neighbors yet, but my headers have only been on a week. It's initially extremely loud cold starting, but as soon as I start moving it quiets down a little. But I'm also backing up straight toward bedroom windows out of my garage in my condo complex. :)
