If you have a competent speed shop near you, a shop which has experience with Whipple, you could ask seller to meet you at said shop for an inspection on that used blower.

You may also be able to beat them down in pricing even more for a used blower

Second option for sure. I doubt that 3.8 is a complete kit for that price, and as mentioned is overkill for most setups.

What is a “built gen 5” really mean? Does it come with everything you need? Unless you personally know the seller of that used blower or your buddy knows them etc, agree it could be risky.

In my part of town I do but they’re located 2 hours away from me I’d have to drive down to them

You are going to need at least a tune/tuning device for the used kit, which will easily add another $1k+ to the price. I’d also make sure the rest of the stuff is there like injectors, fuel pump, and spark plugs, otherwise that’s more to buy.

I always thought the 3.8 kits were tuner kits, which means you’ll need fuel and tuning, which will be a few thousand dollars to actually support the power the 3.8 is capable of. Though I could be mistaken there.

Personally, I’d buy the new complete stage 2 kit.

3.8 Kits makes 16psi boost on the largest pulley. No go for pump gass.

To be fair, 16psi on 93 octane (no octane booster/additives/E85/meth injection) can be done on a gen 3. The limiting factor is finding someone willing to tune it.
I'm sure with lower timing it can be tuned. Like stated none of the big tunners would touch it. ..

For ease of installation and completeness of kit, I'd go with the new 3.0 option. the 3.8 is more than what 98% of people need, and I've seen way too many people get burned on used kits if they don't know what they're looking for and know exactly what should be included in the kit.
