Oily fluid all over engine

Just picked up a new to me 2019 GT last night, and when I checked it this morning in the light, the engine is covered in drips of an oily fluid.

Some areas just have it in spots, but the pic I am attaching shows it pooled in the wells of the air filter. It is pooled in other areas, but is hard to take a pic of.

It appears to be clear, and doesn't have an oily smell, but its kind of thick and tacky. I thought it might be something they did to detail the engine, but when I try to wipe it off it just smears.

I checked the oil level (WTF is up with that dip stick?!) and that was full. The coolant is full, and the brake fluid is full.

I'd go with some sort of detailing product. Something like a thick tire-shine sprayed under the hood.

Most likely... hate that crap too, it just attracts dust and debris.

With car cold, (if open air element or CAI, cover and protect), then liberally spray down the engine bay with Simple Green. Let it soak a good 10-15 mins. IF the car has an open air elements or CAI, put some plastic over it or cover it. Use an extended brush with some car wash then wash over the engine engine bay (again if open CAI or air elements do NOT wash over it, protect it).

If open CAI or air element, cover it. Hose off engine bay. Remove covering from open CAI or air elements, close hood and let car idle about 10-15 mins. Done.

If the oily residue returns after cleaning, then it’s being sprayed around the engine bay from an unknown leak.
