Which is what they did in Italy and Spain. Police plus Civil Guard plus Army.Irresponsible to go out for a completely safe drive? That activity has zero chance of contributing to covid spread. I go out for a drive every other day. I also can't imagine how the US could possibly enforce such an order, short of declaring Martial law and having soldiers everywhere.
Driving when not necessary will involve all the day to day policing (assuming everybody does it) that is best utilised elsewhere. Cars will crash and require emergency services, cars will breakdown etc etc. Yes your journey alone will have no impact, but if everybody does it then there is no lockdown.
