The EVAP has to be done with less than 3/4 of a tank of gas and more than a 1/4 and it just takes a couple of drive cycles with some idling.
Maybe but I drove at least a tank and half of gas over those few days and lots of open roads and lots of rush hour driving before it cleared for me. I'm just happy everything went green. I figured I'd have to mess with defoulers or what not to get everything right.

Most states require all but one monitor to be ready in order to pass unless it has previously failed for the one that is not ready. I assume the reason is because they acknowledge that EVAP can take days and sometimes weeks of driving to run.

Wish I would have known. I was under the impression that a twin turbo car wouldn't make it through emissions. Do you have cats? I assume the exhaust work was custom?
No cats and the exhaust is a borla S type modified to add extra mufflers because it was too loud for my taste. Won't pass in CA but works here.

High flow aftermarket cats are the same as 'no cats'. Your tuner screwed you by turning off the rear O2's. If they were on, he wouldn't even have looked twice. They wanna see all emission components in a 'ready' state.
In Texas that is certainly true. I had a tune that wouldn't pass and was only failed because of the "not ready" state. They told me I could have up to 2 and of course I had 3. Didn't have one CEL.

All they do in the county I live in (adjacent to DFW) is plug the car in to the computer and do a quick walkaround to make sure it passes on safety items. They don't even open the hood. The inspector used to do a quick drive but during Covid that ceased.

In Cali the only readiness code that doesn't have to be green is the EVAP. All the others have to show as ready.

When I had to take my 2015 EB in for GA emissions testing, a couple weeks before I reloaded the stock tune and took her for a nice drive in the North Georgia Mountains before testing. Everything was reset and passed with no issues.

You need to be able to flash back to the stock tune. Otherwise, you're screwed if you can't pass the O2 readiness. All of this "Just run through the drive cycles" will just waste your gas.
You don't need the stock tune just have your tuner turn on the O2's

That doesn't work all of the time and its not that simple. While that might work for some cars it doesn't work for all of them. I had mine "turned on" for 20k miles and they never went ready while tuned.

Replacing a factory working cat is technically illegal. Changing the location of the cats (which headers do) is also illegal.
Not illegal if they were "stolen"

I live in NoVa also and the easiest way to pass the emissions test is to simply drive through one of the Rapid Pass emissions test zones that are on side of the road (usually near roundabouts of major highways in the area) around both Loudoun and Fairfax counties. You are eligible to do this months in advance of your registration renewal date and if the car passes, they just send you a letter in the mail or you can go to the following website to check your test status and submit the emissions payment after you pass.

If you are on E85, you should pass even without any cats.

As far as the safety inspection goes, a law was passed last year that the cops cannot pull you over minor infractions like tinted windows or expired safety inspection stickers, etc. However, they can still pull you over for a moving violation like speeding or running a light and then they can and will tack on any other minor infractions that are found on top of the moving violation.
