You do not have to get an emission test in Hampton, he has the misfortune of living in N Va. You would be fine.
im more worried about the yearly inspection. I just moved here so I don’t know what to expect. if they look for check engine lights or cats or not

Check engine light has no bearing in Hampton, they are 99% not going under your car in Hampton Roads. Loud Mustangs are a dime a dozen around here. Do you have any cats at all?

I haven’t bought anything yet until I found out if I was good or not but I was going to go catted anyway since catless are hard to find.

Tuner has had my car for almost 2 weeks and still hasn’t been able to tune it to where it will pass inspection. He’s been driving it and still can’t get all the sensors to come on. Didn’t think modding would be such a dam headache.

Unfortunately it can be, even small things can become a hassle.

Congrats to him for having a free ride for 2 weeks. Tell him just to flash in the damn stock tune. Check to make sure the o2 are functional, then do fords readiness procedure.

The O2 readiness has to go through certain steps to get them to go green. You have to drive for 15-20 minutes without large throttle inputs. Get on the freeway and drive no more than 55mph with no large throttle inputs. I reset my my readiness codes and withiin one day of driving I was all green again. Do you have a MIL light for no cats? If you don't its the way he is driving it to get the 02 sensors to go green.

You need to be able to flash back to the stock tune. Otherwise, you're screwed if you can't pass the O2 readiness. All of this "Just run through the drive cycles" will just waste your gas.

As a certified emissions repair technician who regularly has to drive cars for monitors, I have found these procedures mostly worthless and a waste of time. Regardless of what you do, some vehicles get monitors really quick and some do not. I have one set within the first mile, and the longest one I have had is 500 miles. That's typically just to get all your basics including O2 and Cat. EVAP almost always takes significantly longer.

This is spot on with how my monitors went green. After my twins install everything was green first day except evap. Took 4-5 days before that went green and I was averaging about 100 miles per day.

The EVAP has to be done with less than 3/4 of a tank of gas and more than a 1/4 and it just takes a couple of drive cycles with some idling.
