I didn’t know that. I thought off road high performance headers without cats were illegal. Not catted headers.
Replacing a factory working cat is technically illegal. Changing the location of the cats (which headers do) is also illegal.

I lot of people say they live in no emissions territory.....truth is catalytic converters are required in all 50 states...that's a law...some counties, because of low population/rural area do not inspect so people get away with that and spread the rumor of "no emissions where I live" Arizona great example... phoenix/metro area you get inspected...if you lived in a rural area you just pay the plates. Some counties in California are the same as well...hard to believe but it's truth.

Most high flow cats are not legal, however there are some high end ones like Kooks Green cats that have a CARB # and are legal. Although they may get you with a technicality that says the cats (whatever they are) must be in the stock location. So even with Green cats or OEM cats you may fail if you have LTs.

Although they may get you with a technicality that says the cats (whatever they are) must be in the stock location. So even with Green cats or OEM cats you may fail if you have LTs.
Yup they will fail you the cats might have a carb/oe number but they are not in the stock position because of the long tubes which my understanding is no long tubes are carb/oe approved...unless your car came with them like a European super car or something of that nature.

Are you absolutely sure they are catted headers? It's pretty visible from below the car as they sit pretty far down on the lead pipes.
I just had my neighbor who’s a car guy check and he absolutely assures me he can see they are catted. I got these from beefcake racing and it says they are catted. https://www.beefcakeracing.com/sm15h3catlg/

Ahh man I think I regret doing this mods. Literally like every sports car I see around me is modded and loud as hell. Mine is louder than stock but not crazy. I wonder what they do for inspection every year.

I'm surprised he physically checked for cats. In my experiences with VA inspections, they just hooked up to the OBDII port and confirmed everything was normal. I passed with out cats by just having a spacer on the O2 sensor. Not on my Mustang tho.

A friend has a tuned s550 and had to get LUND to make a special tune for inspections. He just loads that one, drives around for a while then get his checked.

In Texas only the counties surrounding urban areas require smog checks, so if you register at an address far enough out (e.g. friend/family member), you can bypass it. Also, most performance shops around you probably "know a guy" who can help you get that inspection you need... for a couple extra bucks.

Sounds to me like you need to go to a new inspection place. That one seems way too particular but those are definitely cats.

You still need to fix the O2 readiness piece. Can you flash back to a stock tune or if not and on the stock tune, do you have spacers on the rear O2's?

Doesn't work like that anymore. You can't skip the OBDII readiness part from my understanding or plug it into another car to "pass". You're right about being outside the major populated counties though but majority of the population are in Houston, San Antonio, Austin, and DFW unfortunately.

They were most likely going to do that if all the readiness tests came back good. But when the O2 and catalytic checks came back as not ready, that probably triggered the inspector to do a visual check.

In your case, the checks came back good so the inspector had no reason to do a visual inspection and see that you didn't actually have any emissions equipment.

Here’s my opinion for what it’s worth.
I think your emission test Tech did you a favor by hand writing No Cats after I took a second look at the form.
Best to get all monitors ready and try again at a different location if the Tech actually did not report you to the state.

This whole turn on / off O2's gets really tricky. Turning them off completely (show up gray on the OBDII test) would actually pass you. There's some voltage changes you can make that actually make them heat up quicker and pass the test from the stupid amount of time I spent on this subject. Some tuners like Lund just turn away from it especially now. It can be adjusted though to actually run the test properly with the new location of the rear O2's. It's a matter of if the tuner cares enough to do it.

Sounds like your tuner has your back. I wouldn't worry about it then.

I have read not all after market cats will pass. Find some that will.

If the machine can't ID them , they aren't there as far as the inspectors are concerned.
