They are freeing up wheel horsepower, you will make more horsepower to the tires with lighter wheels tires and rotors due to less parasitic drivetrain loss. Along with the other mentioned benefits.
Nope. Only makes a difference when you are changing velocity total power will not change, unlike going through gearboxes, clutches, universal joints, ring & pinion gears and bearings.

Wheels and tires are just big flywheels, and a smaller/lighter flywheel just makes it quicker to spool up, it doesn't add power. It also makes you have to add power sooner when climbing hills, having less centrifugal force keeping the wheels spinning. From a standing start, your RPMs will build faster, your 0-60 times will improve, but total power won't change. It will seem like you have more power because you get quicker, as you just don't have as much mass to get rolling.

Well, of course as you are talking about wheel horsepower and not gross horsepower. This thread is about the 10 gross HP lost due to new EPA regulations.

Exactly what I was trying to explain as well. No change in crank hp, but decreasing parasitic loss due to lighter rotational mass such as wheels, rotors, driveshaft etc will absolutely increase measurable, usable whp and can be repeated / confirmed via dyno.

18+ intake flows fine and keeps iats down. Open element intake just gonna increase iats with no real performance gain, especially with no tune.
Then why are they on the Shelby 350/500?

Because it’s engine is tuned for the CAI. Same goes for the Bullitt & Mach 1.
Exactly. The comment was that open CAI won't add HP because they pull hot air. But most are designed to pull from under and close with the hood down. Definitely agree that you need a tune to realize any benefits.

I want to see a 2021 Gt on the rollers and then a '22.
My bet is the hp drop is on paper only, not reality
I am sure you are right.

The HP change was for the bureaucrats in DC.

You take a bone stock 2021 and the same 2022 unit and I bet the real life performance differences are negligible.

Not a lot but... Is there any way to get 10-20 hp more without voiding the warranty?
Add a Roush Supercharger,dealer installed. Cuts your drivetrain warranty down to 3yr 36k miles. Around $10k installed.

Or add the Roush CAI dealer installed. Same warranty cut. Around $1200 installed

Most people, even Mustang Enthusiasts right out of the womb wouldn’t be able to tell the difference between a 5, 10 or 15hp loss OR gain….

Hell, aside from a complete aftermarket CAI unit, upgrade the restrictive paper air filter to a reusable mesh type, and there’s 5 HP…

Want another 5 HP? Ditch the restrictive factory exhaust from headers back… easy peasy…. Now you’re back to pre-2022 HP figures…

C’mon… seriously though, it’s just a numbers game on paper…. go back to Classic Mustangs where HP was severely underrated in some models…or go back to the 5.0 Movement of the 80’s-90’s and you’ll see the same damn game was played where the 5.0 was down rated 1 year by 5-10 HP and then uprated the next… or go back to the 2003-04 Cobras where they were literally pushing way more HP than what was on paper… LOL…

If it were a 25HP delta, then sure, git yer panties in a wad…
