Only makes a difference when you are changing velocity total power will not change, unlike going through gearboxes, clutches, universal joints, ring & pinion gears and bearings.They are freeing up wheel horsepower, you will make more horsepower to the tires with lighter wheels tires and rotors due to less parasitic drivetrain loss. Along with the other mentioned benefits.
Wheels and tires are just big flywheels, and a smaller/lighter flywheel just makes it quicker to spool up, it doesn't add power. It also makes you have to add power sooner when climbing hills, having less centrifugal force keeping the wheels spinning. From a standing start, your RPMs will build faster, your 0-60 times will improve, but total power won't change. It will seem like you have more power because you get quicker, as you just don't have as much mass to get rolling.
