I am not sure if this is the correct answer for this, but anti-lock braking systems are mandatory on all cars since 2004 in the USA. Maybe they should disqualifying cars if they can lock up the brakes if its a safety inspection. Also traction control and stability control prevent this...

I would vote for 9.5" or for those. Lighter than 10, also 9.5" would be more protected by the tire on that size. I had problems running 305s on a 20x11 where the rim lip would get chipped up by pebbles because the tire wasnt wide enough to protect the rim.

Surprisingly the car was still running fine even with all that and more in the oil pan. I just had a cam position sensor code since the cam was slightly bent from the cam cap bolts breaking. Still made the same power and no noises, compression test was fine.. I put in an aluminator though
All this and more was in my oil pan, I dont know if the rocker arm retaining clips coming off actually caused any problems though. If you have a magnetic oil drain plug you will find them if you do 8k-8500 often. My cam cap bolts broke not sure if that was related to the retaining clips or not...
