That depends on your tuner.

each tuner will have some requirements.

port injectors and some kind of fuel system.

I’m tuned by Lund on just complete stage 2 with 93. Said I can’t drop pulleys or run e85. Fuel system (dw400 and 38/39lb injectors, what ever came with kit). Long tubes will make a big impact with forced induction. I would guess I’m 740-760 wheel. But I have a complete fore return system and I’d 1050x’s in basement waiting.

e85 if available, you'll pick up 75 to 100 wheel on the same pulley

if pump, a customer tune would get a little more, but we don't recommend getting to crazy on pump

in cali though, any changes, will negate your "carb" cert

Just remember if you go cheap and choose a bap, you will run out of fuel and risk damage to your motor.

Where in SoCal are you? There is a pretty good amount of E85 available in my area.

I had my Whipple installed about two months ago and already feeling the itch to make more power. I have a 2020 Mustang GT with complete Stage 2 kit including the Whipple tune. Everything else is completely stock. I'm currently making around 620whp on 91 pump gas. E85 is not readily available in my area. Looking to make 700-750whp soon and will shoot for 900whp next year (maybe?).

Am I better off with a smaller pulley and Lund/PBD tune?
Will I need a full fuel system?
What is the best way to get to 700-750whp reliably?
I want to retain cats if I can due to CA emissions.

But seriously if you really want to remain legal water/meth and nitrous are about it.
now if you are willing to change a few things before smog testing then you can work around some limitations.
im in California with about everything on that list and have no problems with smog test

I'm going to get dyno'd again on a dynojet at GTR in Rancho Cucamonga. I'll probably go e85 and worry about smog when that time comes.

Congratulations now you sound like a Californian.
you can run e85 with a fuel pump booster and a tune with the right tuner. You probably will not have any problems with smog tests because the smog shop can’t tell what changes are made to a tune. They just hook up to the computer and know if it has been changed from the factory settings. Once you show that you have a carb E.O# they just verify the E.O# and move forward with the test. Now if you don’t have a E.O# then you are screwed.
a return fuel system is impossible to hide so understand that before going that route.
headers well if you learn to do them yourself then you will get fast at it after a few times
Also you don’t need to smog it until around 2028-29 so worry about it then
