Actually, it sounds as though it is working as designed. IIRC, the owner's manual even might specify the amount of time that it takes for it to "decide" that you are finished with manual mode, and go back to regular old automatic mode. So it seems to me, that Ford may have provided different means to achieve Sport mode, and that only confuses us!
If my info is correct (and I apologize if it is not and welcome correction), then it seems that the solution is rather straightforward and simple:
The car will do what you "say" and not what you "mean", LOL.
Some further elaboration (forgive me) ...
There was another thread recently that speculated that no difference in rpm/shift behavior could be detected whether using the lever or the toggle switch for Sport mode.
So another approach is to use the Toggle with 'D' to get fully automatic aggressive shifts. When you tire of that, flip the toggle back to Normal.
I think the key is for you to experiment without touching the paddle. Use the lever instead.
(The sound of the downshift blip in Sport mode was another great reason I opted for the automatic!)

- Put the lever in 'S' on demand as needed for the situation. The car will rev up and down with upshifts and downshifts.
- Put it back in 'D' as soon as you want the car to take over again, especially for the upshifts.
- If you use the paddle - even just once - it assumes you are boss and will obey.
