It is a ground wire to dissipate static charge built up by air friction. Potentially it could arc and interfere with electronics and radio frequencies.

Had new a 16 GT350 and 17 GT350
It's there to keep that plastic piece from possibly flying into the windshield in a collision.

The telemetry antenna....using the hood as a ground plane. Looks like a 1/4 dipole.

I'm not entirely sure that's what it's for.

In the event of a crash a 6 oz piece of plastic coming off the hood is going to be rather trivial compared to other parts that may be flying around. Even if it did hit the windshield it's likely just going to bounce off.
Also, look at where it's attached. It's held in place with a ring connector over a stud and fastened with a nut. If the plastic vent broke loose it's just going to snap that stud as well.

I don't fully understand the purpose of that wire, I just don't think it's a safety cable for that vent.

It is a lanyard to keep the piece attached if it flies off at high speed. There is a lot of force on that vent from air escaping at high speeds. My friend in his hellcat lost his hood vent twice at high speed(although being a different design in that it's forward facing), and the absence of a lanyard meant a replacement.

So far,so good. Ran stretches of the old highway across NV at 150. The vent is still there. :)
