Well the Ford Engineer did say it was there for safety precaution in case of a wreck.That's a great observation. If it does break free, it will break at the tab where it's connected to the hood - causing the tether to be useless. The mystery continues.......
It does secure the outer hood layer to the inner hood layer.
Could this be the purpose ? Keeping the two layers of the hood from separating in case of front end collision ?
