I went clockwise.
I ended up doing what @Threebanger did - used the "oil priming" procedure from YouTube. After one crank I was able to clearly see the groove. Here's the link to YouTube. If you can't see it after the first crank do it again and eventually you should be in a position to see the groove clearly if the tensioner is activated.

I just used the procedure Ford recommended.

Quite the opposite, actually. My 2016 has been perfect from the day I picked it up, just like over 99% of all of the GT350's made since 2015. Some have been mismanufactured or had early manufacturing defects, but by and large the design and execution of the GT350 and the Voodoo have been excellent.
Now I'm just confused.

The idea that there was a "Gen 2 Voodoo" that was better designed and better built than all the rest just went face-first into the dirt. The engines themselves, starting from day one and with the internet top-spin removed, are doing fine.

Why 2 different threads on the same issue?

Does anyone have a drawing/picture of the chain and tensioner arrangement? It would be interesting to see if there is another one on the drivers side.

Just an FYI - whether or not this tensioner is "activated" or not has nothing to do with the builder. There's no lock/unlock button. It's a faulty part if it's not working.

Ya'll can shut down the witch hunts.

Just checked mine built in 10-2019, 2020 model. Engine builder last name
is Stein. He did a good job, all looked good.
Mine is good. No recalls or alerts. Build date was 9/3/20 and Engine Builder is James Williams

No witch hunt intended. Just threw the name out for info purposes. I make mistakes
all the time and we are just human.
One of the videos posted showed the guy pushing down on the tensioner after the
chain was installed and it popped up. Is that not how its done? I know you have done
yours, just curious. Thanks
