My guess would be that they don't offer quite enough damping for cases where best tire grip is demanded and ride quality does not matter. This is a 'percent critical damping' thing, and the short story is that a stiffer spring needs more damping just to stay at the same %critical damping than a softer spring does. Best grip comes at two or three times the %critical damping for best ride, so there are two separate factors each calling for greater damping.

This is only a typical critical damping graph, but it's good enough for illustration.

The shocks and struts will not be available until the first quarter of 2019. They should pair up with the general lowering springs on the market.
For on track events and higher spring rates not recommended.

@SteedaTech so is it correct then to say the valving and spring rates do not need to be matched, contrary to current practice, and we simply change the spring rate to suit the purpose from 'full comfort' to 'track'?

My friends have these on other cars, tried lowering springs and it failed to do the full work it does. Reverting it back to stock springs, the active shocks/struts now worked perfectly as intended. Also on the site, Koni states to only use stock springs and stock ride height as well. Some have ok results with some lowering combinations if they are less than 1" drop, but best match was stock ride height.

Yes that is why I wondered because all steeda springs are not stock ride height.
