It will likely perform nearly the same as the 21 calibration. With an intercooler, you'll actually be able to make use of it. The stock intercooler is tiny and constantly heat soaks and pulls timing.
There is no FP tune for a HPP eco as of yet that I am aware of so best just enjoy it as built. It will always benefit from an upgraded IC regardless."With an intercooler"
Learn something new every day! Didn't realize that it required an Intercooler till now... Been thinking of buying a Convertible HPP (to update my personal 2010 Mustang) and adding the Ford Performance tune only. Guess, I'll just leave it 100% factory stock and enjoy it!?

Pardon me chase, it doesn't require one by Ford specifications, just from what I've seen in general these cars have a very difficult time making consistent power with the stock intercooler. You'll even make more power on the stock tune with an upgraded intercooler as proven in the big intercooler thread."With an intercooler"

Crazy to me people will jeopardize the 5 year powertrain warranty for 20hp and maybe better throttle response.

For the record, it's more like 100 HP over stock. I did it at around 1000 miles on the car & I couldn't give a 1/2 a shit about the warranty.

An Intercooler will make a world of difference, but it's probably not worth risking the warranty over.

When I took my, then factory stock, 2018 Ecoboost Mustang to the 1/4 mile track, the Intercooler maxed out at approximately 1000' and took roughly 2 hours to return to normal operating conditions.
