Were your springs broken and causing them to stay open?
Nothing was broken on mine. I just decided to remove them to declutter the rear of the engine bay and to gain easier access to the two bolts at the top of the transmission when removing and reinstalling it.

I could see where the potential for a failure to occur was present. See thread below.

Here is another thread that covered the modification that I made to my lockout kit for better fitment.

Time to trade it in😂😂 i appreciate all the help man ill probably end up taking a look at it myself and putting in the lockout kit and contacting lund. $550 seems like a stretch
Here’s a tip. Order your tune revision for the IMRCs ahead of removing the intake manifold. I did so to be ready because someone told me that the car wouldn’t run without the tune revision.

What was power output before and after discovery of the vacuum leak?

Before was about 460 and after 430 but could also be bc its a dif dyno so cant 100% confirm its from the valves being stuck open

If you're handy with metal you can make your own little plates to lock them out for like 10 dollars. That's what I did. If you're going to take the intake manifold off to check them you may as well just lock them out and get a new tune that tunes them out.

If the shaft is broken, you need a new intake manifold
Nope.

This thread, another M6G member repaired the broken IMRC shaft using JB Weld and it was fully functional again after the repair.
https://www.mustang6g.com/forums/threads/our-first-dtc-p0308.160243/

99% of the time, the IMRC failures are due to the broken shaft. Looking at many images of the IMRC shaft issue, the break is occurring because the diameter of the shaft is too small for the torque being applied by constant activation.

The IMRC design has been problematic since the IMRC intake system first debuted in the 1994 Lincoln MKVIII with the 4.6 DOHC (which was then carried into the 1996 Cobra and beyond).

Nope.
Not using or recommending a bandaid repair. If the torque being applied is too much and is the cause of the failure, it will simply break in a different spot on the shaft next time. New manifold, and lock out.

I assume that cost includes the new manifold and labor to replace it. Adding the IMRC lockouts takes 5 minutes

This is why I was saying that you need to make sure the vacuum supply to the IMRC pods is working properly. You have codes for both banks being stuck open. Usually the broken shaft also comes with misfire codes.
