I live in NoVa also and the easiest way to pass the emissions test is to simply drive through one of the Rapid Pass emissions test zones that are on side of the road (usually near roundabouts of major highways in the area) around both Loudoun and Fairfax counties. You are eligible to do this months in advance of your registration renewal date and if the car passes, they just send you a letter in the mail or you can go to the following website to check your test status and submit the emissions payment after you pass.

If you are on E85, you should pass even without any cats.

As far as the safety inspection goes, a law was passed last year that the cops cannot pull you over minor infractions like tinted windows or expired safety inspection stickers, etc. However, they can still pull you over for a moving violation like speeding or running a light and then they can and will tack on any other minor infractions that are found on top of the moving violation.
I got a 93 tune. If my tuner can’t do anything to help me then I might try this. Thanks.

With reference to another post, call the number on the bottom of the DEQ report and ask to speak with the Duty Officer. I think you'll find your vehicle may not qualify for the RapidPass drive thru inspection since you have a current test (rejection, not ready) at an inspection station.

I also don’t see the option online to change your vehicle garage location anymore.

Any part that effects emissions without a carb E.O number is illegal in any state. Your state might not check but at any time you can be fined for it. I’m in California with LT and catless without any problems but I understand that my luck could run out at any time

Not necessarily, not every state abides by California rules and we don't have to. Living out there you should know carb stands for California Air Resources Board. And Cali is not the federal Govt. So if they can think they can enforce their rules on the other 49 states, they are out of their f'n mind.

Not necessarily, not every state abides by California rules and we don't have to. Living out there you should know carb stands for California Air Resources Board. And Cali is not the federal Govt. So if they can think they can enforce their rules on the other 49 states, they are out of their f'n mind.
It’s complicated. Vehicles in all 50 states have to abide by fed emission rules. I think the feds honor anything with a carb #. So while you don’t have to necessarily respect CA’s laws, unless you essentially follow them you’re still likely to be in violation of federal laws.

Disclaimer: I don’t care about any of it and I’ll do what I want but it’s worth knowing what they can do to you if you get caught. It can be less than pleasant…..

They may honor carb E.O.'s because in most cases they are more restrictive than the feds own standards. But from what I've seen they don't enforce cali standards on the other 49 states. If your local state abides by carb rules it's because of the state, not the feds.

AFAIK only coastal states with a high population density adheres to carb, like Cali, New York, and Mass. There may be others but I haven't heard about them.

Some of those are monitoring only, and some are RapidPass. I believe the one in the image is monitoring only. I honestly haven't seen many set up for RapidPass lately. Also, if I remember correctly, they can still pull you over for safety inspection, but it must be at least 5 months past due.

Emissions is required for tags, but DMV does not know or care about your safety inspection so it does not affect your ability to get tags.

What's technically illegal and what's enforceable are two different things though. The feds have no way to enforce that if the state doesn't care.

What would you describe the actions that took place at various tuner shops last year with fed agents? There were quite a few threads about it at the time. Kinda sounded like enforcement to me……

I think he meant the actual end user, meaning us. It would be practically impossible to go after every car on the road, that's why they went after the tuning shops.
