Bolt Torque and Torque to Yield

2018 Mustang GT
Replacing various bolts on my spare Gen3 long block build. I understand Torque to Yield fine, which is easy enough.

When the manual says (for instance) 177 inch pounds, then 28 inch pounds, I understand this as taking it to the 177 inch mark in increments, then going an additional 28 inch pounds, then the final step is Torque to Yield.

Correct?

Looking at an electronic Torque to Yield gauge, the mechanical ones look flimsy.

Torque to yield is misleading because most torque to yield bolts can be torqued a handful of times before needing to be replaced
