You can use the sprayer or a dropper (some brands have an insert with a hole to use it as a dropper). If you use the sprayer, keep it close to the applicator and spray away from the car/wheel.
As for the tight areas, hopefully you have a flexible applicator. I don't like the blocks (either large or small) for wheels and much prefer the finger mitts as they can get into the tight curves around the spokes much easier. The first wipe isn't to remove the coating, it's to level it so don't use the first towel as if youre buffing off a wax, you just want to spread the coating around evenly. This will, of course, remove a lot of the coating but the second towel wipe is the one you want to buff the finish (so to speak).
