If you install the high flow cats, do they trigger a CEL since they're not stock? If so, that's your answer-no. You can't sell a car that doesn't pass smog.. at least to a private party in CA. They will need to smog it to register it under their name and they won't be able to pass and might come after you. Plus since the car will still be in your name, YOU will be liable for anything they do with it i.e. parking tickets etc. Aftermarket tunes are also caught during smog tests now unfortunately.

Best bet imo would be carvana since they don't even drive the car before they give you your check in my experience 😉

Some states(maybe country?) it is against the "law" for dealers to sell cars without all emmisons equipment in working order. Unless sold as off road use only.
I believe that altering emissions equipment is against Federal law. It violates the clean air act. It doesn't matter if you are required to submit to an emissions test or not. It's the same reason that tuners don't really turn off the emissions CEL anymore. Some of them got hit with prett heafty fines. So,Yes, it is illegal to sell a car without cats.
In the real world, though, it happens all the time. You just have to realize that it's possible that doing so can come back and bite you in the ass. As others have said, you can be held liable if someone wants to push it.
To quote ish C. Eastwood "Ya feeling lucky punk?"

Side story. I bought a ford focus with rats few years ago. Literally had a family of rats living under the hood. I had to lay down like 100 glue traps under the hood. But it had cats. Lol

I think I did. I paid $39K for my car and I put a few mods on it including a tune and it had 73,000 hard miles on it and they offered me 24,800 and I jumped at it because I already had the M1. Plus I was moving to Florida.
When did you get a check ?

I believe they confirmed my price within two days and were there within five days. It was quite easy and shockingly easy.

I have sold several vehicles to Carvana and CarMax over the years, but in the past, they would not take one that had modifications. (Lift kits, oversize tires, aftermarket bumpers, etc.) They both claimed they had to put it back to factory to sell, so their price reflected the cost of reinstalling factory parts.

Since I always modify the vehicles I drive, I stopped checking their websites unless the car was my wife’s who prefers to leave hers alone.

Maybe things have changed with them, as it appears others have had success selling modified cars, but I wanted to throw that out there.
