The article (and other sources, go Google) clearly says that Congress has the authority to oversee and investigate the executive branch. If the executive branch doesn't cooperate in an investigation of justice, then they are obstructing Congress. The Constitution isn't written to allow the executive brance to go unchecked and do whatever they want.Congress can request. Request is legally the same as asking.
So the second article is unconstitutional only because they don’t have that authority.
Maybe Congress should exercise the 3rd option discussed in the article, lol.
