What's this sensor/connector?

The thing in the center-left of the image. The wire comes up from under the air filter, but what it connects to has that weird wrapping of electrical tape around it and the short piece of empty corrugated sheathing (it ends where it vanishes under the sheet metal in the image). What is it and is it supposed to be like that?
