It absolutely does. If the only source of air is from outside (sealed) then it will be (and is) significantly cooler than if the source is from the open top of the intake inside the engine bay.well no crap it's going to rise sitting still, there is no air being pushed to it. doesn't matter if it's sealed 100% or not. it's going to rise.
Just look at temps from the OEM sealed intake vs ANY any of the open tops that don't seal.
