Why is this gentleman buffing the paint right on the line? Did they scratch this hood and are doing a little QC right on the line? What gives?

SO wait do these headlights come on every model? cause the light right next to the HID looks kinda disappointing. I was hoping for just HID and the gills.It's also got the 4 Lamp Halogen Headlamps...
