Oil Filter Threadlock?

Looks like a stain from the cutting oil used when they make the threads? Definitely not enough there to seal anything.

Have you ever had an issue spinning on a new fl2069st filter, I get about 1 turn and then it gets tight, never had this on previous changes? Thanks!

Not me. Might be cross threaded? Careful with that aspect.
Try a different filter.

Question, does this make it tight on installation that you have to push through or does it freely spin on? Thanks!
I've changed the spin on filters at least 10 times and they all have freely spun on. You don't have to "push" past any gummed up thread locker when you spin it on. Who knows if it's thread locker it's applied so thin, the most important thing is to tighten the filter to the required torque (16-18 ft/lb Ford spec). It won't move if you do that.
