One reason why Ford won't badge the Ecboost 2.3 in the Mustang as an ST model could be in what lies ahead.
Car and Driver has reported that the Taurus SHO's 3.5 liter twin turbo V6 will debut in the Mustang in 2017, except tuned for 400 (to 425 ?) horsepower as a middle engine choice. At that point, FoMoCo will probably drop the 3.7 liter V6, and the Ecoboost 2.3 would become the Mustang's base engine.
As base Mustangs have traditionally never had model name designations, this makes sense to me.
