The IMRC was removed and capped off in the rear. Do you have lockout or no?
Negative. Wengerd had no issue tuning it without doing it.
I made sure all pulleys spin freely, and it seems the tensioner doesn’t have to move much at all to get the belt on. I have the correct belt for the correct pulley, and they correct layout too.

yes the IMRC lockout was installed during the ESS kit install as I was told by Lund that they typically only work with boosted cars that have it and told me to get it.
Definitely not the case. It barely has to travel.
It should be a Gates MICRO-V K061031 belt. It should be really far into travel of the tensioner like Sheepdog said. The 120mm and 115mm pulleys use the same belt.

It should be a Gates MICRO-V K061031 belt. It should be really far into travel of the tensioner like Sheepdog said. The 120mm and 115mm pulleys use the same belt.
I went and got the belt today, it’s the exact one I should be using.

You said that you replaced the tensioner at the same time? If you are using the K061031 and it's that loose then something is wrong.

You said that you replaced the tensioner at the same time? If you are using the K061031 and it's that loose then something is wrong.
Yes I replaced the tensioner and got k061031. And yes it’s still that loose…

The top one you are saying to cap is the line that goes to nowhere in the back so it wouldn’t need to be capped, I’ll go ahead and try to cap the lower one as instructed

I would triple check belt routing or check the tensioner as it should be tight!

I have, even posted pictures of the belt routing and components. I’m second guessing if the bracket maybe isn’t on right entirely? But I don’t see how that could even be.

Could the tensioner have multiple positions to sit in?

This looks to me like the Apex Torque crank stud. Did you replace the harmonic balancer? There are diameter differences depending on year.

No. There is a dowel on the back side of the tensioner that fits into a hole in the timing cover
