Engine oil

I am having white smoke issues w/ my car and haven't driven it since last year summer... As its getting time to take it out again I went in my garage to have a quick peek of my car.

I checked the dipstick and I noticed I had little to no oil registering on the dipstick.. Could this be the cause of the white smoke?

Am i burning oil? Cracked head or rings?

Any help or suggestions would be great.
