I put e85 in my mower. It will run with no load but as soon as I engage PTO it dies. Can I add octane booster and burn it out?

Actually if you make the jet about 40% larger it will run E85 just fine. Probably add a few Lb/Ft of torque.Most devotees of E85 happily accept the diminished efficiency for the improved cutting ability.
The extra O2 will net you some gain in power even without adding compression. MBT for E85 is less than MBT for gas. So adding timing may or may not add power.You'll have to re-jet the carb to get the mixture right but that alone won't get you more power.
