Dead OBD II Port

Has anyone else struggled with a non-functioning OBD II port? Went to connect my HP Tuners MPVI2+ for the first time and couldn’t get it powered up. Not a problem with the device. Tried a code reader and it didn’t turn on either. Checked fuses, replaced #15 (heard it’s a culprit sometimes) and still no luck.

Kind of at a loss here… 2019 GT

That's good. In that case, you may need a multimeter and a lot of patience. I would start with the OBD plug.
Do you see 12V between pin no. 16 and the chassis (an unpainted metal part that's in direct contact with the body)?
Do you see 12V between pin no. 16 and pins no. 4 and no. 5?
Do you see continuity (zero resistance) between pins no. 4/5 and the body (the spot used in the first test)?
In the fuse box, do you see 12V between both legs of the fuse and the chassis?
