clean spots on IC

anyone have any ideas to get these spots off my intercooler? I've tried water, household cleaner, and tooth paste. not sure how they formed, car never saw a salty winter.

That's weird, all I can think to recommend is aluminum brightener. I've used it on intake manifolds before and it did a good job at removing irregularities.

Vinegar/water works sometimes on aluminum, I’ve used Ospho with success on aluminum issues with caution - it reacts aggressive.

As mentioned, you need an acid to stop the reaction .50/50 white vinegar and water should take care of it.
