So the passenger side bumper cover where it meets the fender over wheel well has pulled about at the mount. Looks like it has done so in the past to previous owners and some kind of thick black adhesive was attempted. What kind of glue/adhesive needs to be used to reconnect the mount part to the bumper cover part (polycarbonate I think)?

There is no adhesive that is supposed to go there. The bumper cover doesn't use adhesive anywhere that I'm aware of. Where I believe you are asking about the bumper is held on with clips that are built into the cover and snap into a mounting plate.
If someone previously used adhesive then it was a hack because they didn't know how, couldn't make it work or something underlying is broken.
I'd suggest searching YouTube for videos on bumper removal and replacement for an idea of how it works. If it looks to be beyond what you are comfortable with consider taking it to a body shop.

I did it. It's really easy, just involves you to drill out that fender to bumper plastic bracket. Biggest pain was adjusting it like 900 times before I got it perfect....

Most expensive dry wall screws ever... 🙈

...do a proper fix or leave it like it is.
I have another vehicle that is 34 years old. It has all correct parts and fasteners. The mostly aluminum suspension has been deburred and polished. Every surface is cleaner that the plates most people eat dinner on. It never sees a rainy day and lives in it's own garage bay (separated from the other bays by a wall and door to keep dust and dirt out). It will never receive a make do fix.

The Mustang in this post is a daily driver, have fun, teach family how to drive a stick car. While it is my first Mustang, it is not the first vehicle to have a crappy mounting system for some part. It is red and I ordered the red fasteners. I think they are functional and do look sorta cool. And outing myself as a boomer but they look much better to me than the giant wings that would likely blow off the car at speeds below what was needed for a wing to help.

And yes, I did consider drywall screws. Boomers did not invent duct tape but we perfected the use of it. BDS! Bailing wire, Duct Tape and drywall screws forever

Nobody even notices my quick latches. They are black on a magnetic metallic color car. They look like sensors.

I gotta say, first time I’ve seen someone use adhesive/caulk to hold a bumper on. Ford did come up with a better system for the 2018+ bumpers, maybe those will fit the 2015-2017 cars? If not, the Quick Latch is a solution I’ve seen on several cars here in the forum, seems to work just fine

There are some other options that are not like expensive drywall screws, but they require a little more effort than simply buying something and bashing it on. 🤷‍♂️ (Except the 3D printed part linked by someone, that seems to be a good buyable solution)

If you like it, noone will stop you. 😉
