I picked up a GT350R early last year... I've been basically storing the car for the last year and just now driving. I got a great deal so I bought it before it was gone and finally getting around to addressing the exhaust...

It's got full long tubes, no cats, into non resonated midpipe and stock muffler setup. The issue is one of the valves in the mufflers is stuck, actuators work but I guess the catback on these cars is all one piece so basically I have valves open full time only and running catless longtubes is just too loud. Valved catbacks for these cars seem ridiculous at 2k plus. What would you guys do to quiet the car down? I don't mind loud at all but this car is BEYOND loud and I have had a lot of loud cars...

I believe GT350/R catbacks are the same except the R has the non resonated mid pipe correct? If so, I could buy a take off 350 catback/midpipe to solve both issues, and get two mufflers with working valves + the resonators on the midpipe?

That is a correct statement. The only difference between R and nonR exhaust is the resonators just aft of the X on the nonR car. Magnaflow (and probably some others) make resonators with reports of doing the trick over in the 5.0 group.

Either add cats or a resonator. Also disassemble the failing actuator, clean, lube, and reassemble. That way you at least have the valves closed option.

Add a set of 12" resonators ..that will quiet it down a good amount while removing a vast majority of the rasp

Resonators are going to do very little on a car without cats. I’d throw some high performance cats back in

IMO cats or resonators on their own will clean the sound up (get rid of cracking and clapping) but won't really do much for the volume
