I think this is the case most everywhere.
I'm sure a traffic cop cruising around can get boring. and on a day it isn't cold or raining, pulling the guy over for tint, helps pass the day, as 9 times out of 10, they already run the plate and have an idea if you are a risk or not.
I got pulled over a few months ago in another fun vehicle, one tag light was working but bad ground so not bright. We talked for over a hour and a half, he was basicly bored and my failing light was a way to pass the time, the 90 minute talking was I'm sure just icing on the cake.
eh, yes and no. I think this kind of stop is one of 3 types of police officer: 1. New officer looking to prove themselves. 2. Vet officer who's, as you said, just trying to kill time and doesn't mind being an ass to random people (because yeah, that's being an ass) and 3. Vet officer who just wants to remind everyone who's in charge / assert authority.

As you said - they've already run the plates so the fact that they are pulling someone over out of boredom - doesn't actually paint the picture any better.

Oh, I understand, to the person that just got lit up by the gumball machine, it is stressful, and They rather not be in those shoes.
Ya, some officers are powertripp'n or want to prove to the boss .
But a few are just good people that want the day to go faster. They tend to hand you a warning and Are friendly but stern.
I've had the I'm the law feel my power office pull me over, It is no fun.
It is fun, or at least rewarding when you fight it in court and the dash camera proves to the judge the officer is lie'n big time. Like when an officer in court stated she clocked me at 100 mph, but my Dash camera showed me going 63-67 mph at time of getting lit up and the 5 minutes before that.
The look of horror on the officers face when I told the judge I have a dash camera and the event for she to review.
:)

IF you are breaking some type of law (yes, even speeding in a speed trap, if ya guilty, ya guilty) then I am on board with the decent cop trying to pass the day and also filling quotas even though we all know there's no such thing as a quota (wink, wink, nudge, nudge). I get that - I'm not on board with a bored police officer pulling a person over just to check tint or some other random "this person hasn't actually broken any obvious rules, you're just proving you're the boss" issues. If someone has tint that is obviously limo tint on the front - then ok yeah.. but I had 35%. We all know that does NOT look the same as 5% lol or even 20%.

We all have boring parts of our jobs... we shouldn't inflict that boredom on others. Suck it up lol.

So, you think an officer can tell if you have just at the limit tint or just over it as you go by at 30-65 mph? Or is it more likely, see the vehicle, mull over if he should check and then checks.

Or... plot twist... pull them over if there's really something to pull them over for and not just a dick move "your windows are dark and I wanna see if they're too dark". lol

Whelp, maybe there should be a Sticker to let the popo know your tint was tested and all legal. Then they just have to look for that sticker.
Till then, it is a judgement call. Easy ways to not have to deal with it , if it is an issue, don't tint the glass. or, just understand it can become a reason for them to pull you over. Yes it is a pain, but such is life. I see them pull over more p.o.s. Nissan's, Camry's and the like with very dark tint, As they tent to be riding dirty.

If it looks too dark, it’s good PC to pull them over and have a conversation. If it’s legal, you’re off on your way. In Tx it’s easy to tell if it’s darker than 25% on the front doors or anything on the windshield obviously below the AS-1 line. Tint and other simple infractions often lead to more important findings.
