What does this part go to?

I went to change my oil this past weekend and when I opened the access panel for the oil filter this fell out. I have no idea what it is other than it looks like a flap to something. Numbers on the part appear to be material codes. Does anyone know what this goes to?

Dang, I actually knew something for a change, Jaime! <laughing> As soon as I saw the hooks and shape of the door, I knew and the reason is, I blow out the engine compartment after washing and that door swings every time.
