The problem is that when the car is released from the plant to Penske, it may take a while before Penske takes delivery. This happens with all the painted stripe cars.
Ask your dealer for a copy of the Full History Vehicle Visibility Report on the day you car is delivered to the dealer. This report will will not be available after the dealer reports that the car has been sold. You snooze, you lose.
There is no connection between the VIN and the chassis number. The chassis number is determined by the build date and the cars position on the assembly line.

I would do as @Chairman suggested, call the dealer and have them send you a copy of the full Vehicle Visibility Report. It sounds like your car is sitting at the railyard and is waiting to get picked up by a trucking company for final delivery to your dealer.
The car got trucked over to the railyard in New Boston, MI and is waiting to get loaded into to railcar. The problem with New Boston is that it may take some time to get enough cars to fully load a railcar, the railcars hold 16 cars.
