It's a sales pitch to lure potential buyers in and has been used in every iteration of a Mustang before it... The Hi-Po 289 Mustang was the most powerful, then the 351's, then 428CJ, then the Boss 429.... fast forward years later past the Fox 5.0 era...

The 4.6 DOHC Cobras were advertised as the most powerful factory built Mustang... then it was the 2000 Cobra R advertised as the most powerful factory Mustang built... until the 2003/04 Terminators dominated the scene shortly after.... then it was the S197 Shelby GT500, then the 2012-13 B302's as the most powerful factory built Mustang.... then... then... and then...

There's always going to be a more powerful factory built N/A Mustang, because if there wasn't, the platform wouldn't sell and we wouldn't have made it to the eventual S650 era.
